Taoyuan Rated “Excellence” in the National Evaluation for Debris Containment and Disposal

New achievements in environmental protection evaluation! Taoyuan City was rated “Excellence” in the “2019 Evaluation of Containment and Disposal of Debris in Surface Water Bodies”. At the prize presentation ceremony on the 14th, Deputy Director-General Cheng-Hsiang Chen of the Taoyuan Department of Environmental Protection (TYDEP) told the press, besides the annual Water Pollution Prevention Award, Taoyuan City also won the “Excellence” at the first “Evaluation of Containment and Disposal of Debris in Surface Water Bodies” for disposal and patrol of up to 956 times and the disposal of up to 39,177kg of debris, showing excellent results in water pollution prevention and protection.

To ensure no terrestrial waste enters the ocean, the Environmental Protection Administration (EPA) of the Executive Yuan began to promote the nationwide online reporting of the volume of containment and disposal of debris in surface water bodies in 2019. The 2019 cleaning nationwide disposal volume was up to 118,990MT. Between January and August 2020, disposal have completed to clean up 71,946MT. In 2020, the EPA launched the evaluation regulations to effectively clean up debris in water bodies through patrol, containment, and disposal. The EPA also installs containment nets and implements irregular local inspections to boost the motivation of debris containment and disposal in local governments. 

The monitoring and management of water body protection are the focus of the TYDEP. The population of Taoyuan City has exceeded 2.185 million people. There are 53 rivers and regional drainages within the city’s jurisdiction. The TYDEP actively engages in containment and disposal of debris on the river surface. Besides patrol, containment, and disposal, volunteers of district water watch teams assist with the cleanup, and the Taoyuan Department of Water Resources (TYDWR) also engages in the cleanup of rivers and drainages within the city through open-end contracts. Through collaboration, both departments work for Taoyuan’s environmental protection. Between January and August 2020, a total of 2,517 sessions of patrol, containment, and disposal were completed to clean up 28,805kg of debris, temporarily ranking top of the country.

In 2020 the TYDEP enhanced disposal capacity by erecting containment nets in four rivers within Taoyuan’s jurisdiction: the Nankan River, the Jiadong River, the Laojie River, and the Shezi River, to effectively reduce debris in surface water bodies through fixed-point and fixed-time containment and disposal and irregular patrols. In addition, suspended containment nets have been designed in consideration of the river ecosystem. While most debris on surface water bodies drifts, suspended containment nets do not touch the riverbed to ensure environmental protection and ecology preservation at the same time.

According to TYDEP Deputy Director-General Cheng-Hsiang Chen, Taoyuan City engages in the protection of water body quality according to all items in the EPA’s evaluation regulations. In addition, to understand the causes of debris, the TYDEP periodically engages in sorting, research, and analysis; establishes the big data database, and implements rolling reviews. In 2019, the achievement of Taoyuan’s containment and disposal of debris in surface water bodies was ranked top of the country. In 2020, the TYDEP enhanced the containment and disposal capacity and set new targets for water body protection.
