Success in promoting low-carbon sustainable communities Xinwu gets another bronze certification

In recent years, the Taoyuan Department of Environmental Protection (TYDEP) and Xinwu District Office have been actively promoting the low-carbon sustainable community in local villages. Besides guiding nine villages in the district to apply to the Environmental Protection Administration (EPA) for certification of the Low-Carbon Sustainable Community—Village-Level Bronze Certification, village heads' participation rate is up to 91% to create various substantial achievements. In 2020, Xinwu District Office gathered and reported the achievements in all low-carbon sustainable community items to officially pass the certification of Low-Carbon Sustainable Community—District-Level Bronze Certification.

 

According to TYDEP Director-General Dr. Li-Teh Lu, Taoyuan City progressively implements the low-carbon lifestyle and promotes low-carbon sustainable community certification in accordance with the EPA’s policy. After passing Low-Carbon Sustainable Community—County/City-Level Silver Certification in 2017, the TYDEP continues to actively guide villages or communities in the city to apply for low-carbon sustainable community certification. This year, Xinwu District passed another district-level bronze certification. Altogether, Taoyuan City has one district passing “silver” certification, 10 districts passing “bronze” certification, with 100% participation of all administrative districts in the city and outstanding performance.

 

According to the TYDEP, to apply for bronze certification, Xinwu District has actively promoted the greening of idle space and recycling of water resources, enforced green purchasing and energy conservation in government entities, promoted the photovoltaic (PV) system demonstration site, implemented full-range “zero waste” through total waste reduction and recycling, improved the preparedness, response, and recovery measures for natural disasters, and promoted a food and agriculture culture featuring eat locally according to six aspects and various low-carbon actions in the low-carbon sustainable community.

 

Xinwu District Office began to promote the PV system in 2016. Currently, a total of 103.21m2 of solar panels for rooftop PV systems were completed with an installed capacity of 26 kWp. A total of about 0.486 m2 of solar panels were also built in Puding Village with an installed capacity of 60Wp. In 2017, the Taoyuan City Government built a PV system in the enclosed landfills in Xinwu District, including Houzhuang Sanitary Landfill with a total of 2,999 m2 of solar panels and installed capacity of 2,996.61kWp and Yongxing Sanitary Landfill with a total of 3,394.86 m2 of solar panels and installed capacity of 254.88kWp. At the 2018 Agriculture Expo site, the city government installed Taiwan’s first PV pond occupying an area of 0.5 hectares at ponds 12-14 next to Beihu Elementary School. Phase I has been completed with an installed capacity of 481.44kWp. In 2020, the city government built a PV system at Bengang Cemetery in Xinwu District, with a total of about 6,000m2 of solar panels and an installed capacity of 491.5 kWp. Altogether, there are six PV system demonstration systems, with a total power output of 12,537.5MWh between 2016 and 2019 to reduce emissions up to 6,381.56 CO2, which is an admirable result.

 

According to TYDEP Director-General Dr. Li-Teh Lu, the low-carbon sustainable community is achieved through a bottom-up model. In recent years, Taoyuan City has engaged in continuous close cooperation with related units. Besides implementing various tasks through village and environmental volunteers' unity strength, the city government also sought resources from schools, groups, and enterprises. In the future, the city government will combine special natural landscapes in the city to develop low-carbon itineraries to actively turn Xinwu District into a green, low-carbon tourism demonstration site in Taoyuan City.
