Taoyuan drafts most favorable electric scooter subsidization among all six municipalities

To constantly encourage citizens to use low-pollution vehicles, the Taoyuan Department of Environmental Protection (TYDEP) has drafted the subsidization regulations for replacing gasoline motorcycles/scooters with electric scooters with an additional subsidy of up to NT$9,000 with a maximum of 10,000 units. The variety of additional subsidies include the up to NT$3,000 each for replacing old motorcycles/scooters with gasoline scooters meeting Taiwan’s 2021 emission standards with a maximum of 10,000 units, and the subsidy of up to NT$4,000 each for purchasing new electric scooters with a maximum of 8,000 units. The draft must be discussed and passed by the council before implementation, and the final version shall apply. According to the TYDEP, the subsidies under this draft are the highest among all six municipalities in Taiwan.

According to TYDEP Director-General Dr. Li-Teh Lu, Taoyuan City will continue to implement various policies for air pollution reduction. Besides being rated with a distinction by the Environmental Protection Administration (EPA) of the Executive Yuan for our achievements in air quality maintenance and improvement for 11 consecutive years, the average intensity of PM2.5 in the last five years has reduced from 20.9 μg/m3 from 2015 to 13.7 μg/m3 in December 2020, the lowest in history and even lower the national standard at below 15μg/m3. Our encouragement to replace old gasoline motorcycles/scooters with electric scooters was very effective in 2020, increasing electric scooters to over 75,000 units or 6% among all gasoline motorcycles/scooters in the city, which is the highest across Taiwan.

According to the TYDEP, by encouraging citizens to accelerate old motorcycle/scooter replacement to continually improve air quality in Taoyuan City, the number of two-stroke gasoline scooters has reduced from 217,000 units in 2013 to 33,000 units, with a replacement rate of 86.4%. Currently, only 2.7% of scooters in Taoyuan are two-stroke gasoline scooters, the lowest among all six municipalities in Taiwan. In addition, the city government also encourages the deployment of charging (battery replacement) stations across the city, and up to 1,261 stations have been built so far, the most among all six municipalities in Taiwan.

To create a living environment with better air quality, the TYDEP will continue to take more actions for air quality control and promote various controls in coordination with the EPA to improve the air quality and the environment of Taoyuan City. By balancing economic development and environmental protection, we can always keep economic and environmental sustainability up with the times to create a livable Taoyuan like a paradise.
