TYDEP Fines Luzhu’s Iron Plant Fire Owner

A fire broke out yesterday (19th) in a corrugated iron plant on Luxing South Road in Luzhu, with strong smoke pouring out. After receiving the report from the Taoyuan Fire Department (TYFD), the Taoyuan Department of Environment Protection (TYDEP) immediately sent 10 investigators to the scene for assistance. The fire caused air pollution and should be reported under Article 32 of the Air Pollution Control Act. Under the Act, the owner will face an administrative fine amounting to NT$100,000 to NT$5 million. In addition, although the wastewater from firefighting was contained, a spillover caused should be reported under Article 30 of the Water Pollution Control Act. Under the Act, the owner will face an administrative fine amounting to NT$30,000 to NT$3 million.

According to the TYDEP, the corrugated iron plant is a warehouse. When detecting air quality at a leeward point during the fire, investigators found that the content of volatile organic compounds (VOCs) was 0.8ppm. According to the TYDEP, the fire was extinguished at 17:21, crosschecks with the air quality index (AQI) detected at nearby TYDEP air pollution monitoring stations show that the AQI between 16:00 and 17:00 is “good”. In addition, the fire has apparently caused air pollution under Article 32 of the Air Pollution Control Act. Under the Act, the owner was punished with an administrative fine amounting to NT$100,000 to NT$5 million.

According to the TYDEP, the owner was requested to contain the wastewater from firefighting at the same time, and samples were taken from the contained water for a water quality test. Due to the owner’s ineffective containment, spillover of wastewater from firefighting occurred. Tests show that the wastewater is near acidic levels, violating Article 30, paragraph 1, Water Pollution Control Act. Under the Act, the owner was punished with an administrative fine amounting to NT$100,000 to NT$5 million.

The TYDEP added, the authority has requested the owner on-site to have the waste from the fire cleaned up by qualified cleaners and requested that all waste must be reviewed and approved by the TYDEP before disposal.
