Taoyuan Receives High Distinction Evaluation Awards for Ocean Pollution Prevention and Chen Sheng No. of Yung An Fleet Won High Distinction Nationwide

The Taoyuan City’s performance in the promotion of ocean pollution prevention has been outstanding which in 2019 it has won a high distinction in a nationwide performance evaluation of ocean pollution prevention by the Ocean Affairs Council. At the same time, the Chen Sheng No. of Yung An Fleet has also won a high distinction evaluation award nationwide. Mr. Li-Chang Lin, Director of the Office of Coast Administration Construction, Taoyuan and Mr. Shun-Te Chang, Ship-Owner of the Cheng Sheng No. Fleet both attended the “First National Ocean Day” event organized by Ocean Conservation Administration on the 8th today to receive the awards from Chairperson Mr. Chung-Wei Li. 

Taoyuan City Mayor Mr. Wen-Tsan Cheng says that the 8th of June each year is the World Ocean Day, ocean wastes pollution is an important environmental issue of global concern. Taoyuan City, as a member of the global village, shall contribute to some joint efforts in mitigating the issue. According to research reports, ocean wastes is largely formed by plastic from manufactured products, each year there are 8 million tons of plastic wastes being released into the ocean, which is equivalent to a truck of plastic wastes being poured into the ocean in every minute.  In order to reduce plastic wastes from harming the ocean environment, the city government has extended a series of measures on plastic ban, plastic reduction, coastal cleanups, seawater cleanup and so on, in the hope that locals in the city can participate in the actions for single use disposable plastic wastes source reduction, joining forces in reducing ocean plastic pollution.  For the Chen Sheng No. Fleet that won the best fleet nationwide with High Distinction, Mr. Shun-Te Chang, the ship-owner uses the operations time during which the fishing vessel heads out to the sea each time and initiates to scoop out 1,228.1 kg of floating marine debris, showing exemplary in ocean environment protection. This spirit of love for doing as an example in cleaning up the ocean is worthwhile for learning by everyone. 

Mr. Li-Te Lu, Director General of the Department of Environmental Protection (DEP), Taoyuan says that to strengthen the response performance to ocean pollution, the department regularly organizes ocean pollution response drill each year, prepares the materials for the response and amends the City’s response plan to ocean oil spillage pollution, the risks response map and seawater pollution facilities map under its administration and so on information. This is to elevate every unit’s contact and response capability.  Besides, the city government has actively layout in advance the establishment of coastal environment monitoring and detection technology center, first of its kind in the nation, utilizing the latest monitoring and controlling technology to grasp the environmental quality of coastal waters at all times. Since 2018, there were plans to set up “Water quality monitoring stations” at the river outlets of 11 major rivers of the City. It can automatically monitor 10 water quality items and the river flow volume, the monitored data can be transmitted to the coastal environment monitoring and detection technology center instantly. Once the system senses abnormality to the water quality, it will signal warning signs right away and notify inspectors to track and investigate the source of pollution. This greatly enhances the pollution warning capability acting as an important prevention line for protecting the ocean environment from being polluted by the river water quality. The first water quality monitoring station was set up in the river outlet of Pusin River and has started operations since August last year. The second station will be set up in the river outlet for Xinwu River which is currently under construction and it is expected to be ready for use by August this year.  In future, there will be collaborations with the Central Weather Bureau and National Central University to set up five coastal ocean monitoring stations along the coast of Taoyuan City using radar telemetry technology to monitor comprehensive real-time data for monsoons, waves, ocean current and so on of seawaters around Taoyuan City. The city government will provide assistance in acquiring the lands needed for building the stations and laying out the cables, the National Central University will provide technical assistance, and the Central Weather Bureau is expected to start construction next year. 

Office of Coast Administration Construction, Taoyuan says that ocean waste is the top killer of ocean marine biology. However, to clear all of the waste, it is not enough to rely solely on the force of the city government. Therefore, there is a need to introduce private resources for joint efforts. Besides the active recruitment of 553 volunteers to form 15 ocean protection patrol teams and 92 fleets to form environmental protection teams to clear wastes from the coastal areas and floating marine debris, close to a hundred of Taoyuan citizens who has diving licenses were recruited to join the environmental protection team for clearing seabed trash. Last year, under the efforts of all the volunteers and corporate teams who volunteered to join in the coastal cleanup, a total of 364 tons of marine waste was cleared, delivering great results. 

Besides giving new lives to the ocean wastes, the city government is also actively promoting circular economy. Last year June, it has started to collaborate with Far Eastern New Century Corporation to recycle and reuse the plastic bottle wastes to re-manufacture them into running clothes or other environmental friendly products to give away to the volunteers.  Another pressing issue regarding wastes fishing nets, there have been plans to start from source reduction. Through planning rewards for the recycling system of wastes fishing nets, encourage fishermen to initiate handing them over to the fishermen associations instead of abandoning them in the seawaters. It is hoped that this will protect the marine life and reduce cleaning up costs thereafter. 

Marine National Park Headquarters Director Mr. Li-Chang Lin mentions that besides Chen Sheng No. of Yung An Fleet has won high distinction nationwide during the best environmental protection fleet selection this time, Zhuwei Fleet captain and No. 16 and the Min Cheng No. of Yung An Fleet have won outstanding awards, with the Shun Fa No. 6 of Zhuwei Fleet winning the protection award. Each of them has rather good performance to be able to stand out during the nationwide selection. It is not an easy task and it is hoped that everyone can look up to the winning fleets, follow their good practices, and continue to work towards great achievements.
