The Source of Odor in Dahong Village Is Caught and Will be Punished to the Full Extent of the Law

The Taoyuan Department of Environmental Protection (TYDEP) received a report on constant odor spreading across Dahong Village in Bede District. After marathon-like investigations day in and day out, including a comparison of odor features and wind directions, investigators conducted a blanket search and eventually captured the odor maker. It was a foundry located on Section 1 of Guoji Road. As it failed to effectively collect exhaust, waste gas spread across the village to affect nearby communities. The search found that the owner failed to collect exhaust from the production process with the hood stated in the operating permit. Investigators thus charged the owner with violating Article 24 of the Air Pollution Contract Act. Besides an administrative fine from NT$100,000 to NT$20 million, offenders will be requested to make immediate improvements. 

After receiving a report in the evening on 23rd, the TYDEP immediately sent eight investigators to the scene. In the company of residents, investigators found that the smelting-metal-like odor at the junction of Daming Street and Taode Road was the strongest. As it usually occurred during 06:00-08:00 and 17:00-23:00, investigators believed that the odor should be related to some metal-making processes. After cross-checking the wind direction, they captured the stationary pollution sources relating to metal-making and started further investigations. After investigating the sources from midnight to dawn, investigators returned to the informer’s place to confirm the wind direction and odor features. On 24th, they found that the odor was produced by a nearby aluminum foundry. As casting is a batch-based process, the foundry’s casting schedule matched the times when people smelled the odor, and the odor collected in the foundry is the same as that of the reporting spot, the investigators immediately charged the foundry of violating the Air Pollution Control Act and requested it to use the air hood. The TYDEP will supervise the foundry to make continual improvements until the emission standards are met.

The TYDEP cares about every citizen report, and the report center operates 7x24. After receiving a report, the TYDEP will immediately send investigators to the scene, particularly for air pollution which is transient and thus difficult to track down. The TYDEP also encourages citizens to give more details when reporting a case, such as the usual occurrence time, duration, color, form, and scent characteristics, such as the smell of metal, a burnt smell, a sulfuric smell, or plastic smell. The more the clues are, the faster the capture of the source will be. The TYDEP also urges citizens to immediately call the 1999 government hotline after discovering a pollution event. The TYDEP will act immediately and send investigators to the scene, in order to effectively capture the evidence of violations, find the culprit, and punish it without mercy.
