Taoyuan Subsidies Up to 19K for Electric Scooter Replacement

Taoyuan City’s new subsidization program for old motorcycle replacement in 2021 begins on February 26, 2021! The Taoyuan City Government (TYCG) will subsidize a maximum of NT$19,000 each for the replacement of old motorcycles/scooters with 2004 or earlier emission standards with electric scooters. There will be a total of 10,500 vacancies. The program also includes subsidization for new purchases of electric scooters with a maximum of NT$12,000 each and a total of 12,000 vacancies. Citizens from near-poor and low-income households can even enjoy an additional NT$10,000. Those who purchase the new electric scooters on and after January 1, 2021 can apply for subsidization!

To constantly develop Taoyuan into a low-carbon, green-energy city, Taoyuan City Mayor Wen-Tsan Cheng made the decision at the municipal administrative meeting on February 24, 2021 after listening to the “Report on the 2021 Taoyuan City Old Motorcycle/Scooter Replacement Program Draft” presented by the Taoyuan Department of Environmental Protection (TYDEP). To turn Taoyuan into a low-carbon smart city, the TYCG is committed to promoting old motorcycle/scooter replacement, developing public low-pollution transport, and encouraging young first-time buyers to use low-pollution vehicles. By continuing the subsidization policy in 2020, the TYCG will subsidize a maximum of NT$9,000 for replacing old motorcycles/scooters with new electric scooters to mark up the subsidy to a total of NT$19,000 alongside the subsidy from the central government. The TYCG also will subsidize a maximum of NT$4,000 for the new purchases of electric scooters to mark up the subsidiary to a total of NT$12,000 alongside the subsidy from the central government.

According to TYDEP Director-General Dr. Li-Teh Lu, Taoyuan City will continue to implement various policies for air pollution reduction. Besides being rated with a distinction by the Environmental Protection Administration (EPA) of the Executive Yuan for our achievements in air quality maintenance and improvement for 11 consecutive years, the average intensity of PM2.5 in the last five years has reduced from 20.9 μg/m3 from 2015 to 13.7 μg/m3 in December 2020, the lowest in history and even lower the national standard at below 15μg/m3. Our encouragement to replace old gasoline motorcycles/scooters with electric scooters was very effective in 2020, increasing electric scooters to over 76,000 units or 6% among all gasoline motorcycles/scooters in the city, which is the highest across Taiwan. There are about 300,000 motorcycles/scooters or about 24.5% with emission standards of 2004 or earlier, which are also the lowest among all six municipalities.

According to the TYDEP, to accelerate the old motorcycle/scooter replacement in the city and facilitate more citizens to use low-pollution vehicles, the subsidization program this year (2021) will continue the vehicle registration and household registration restrictions as in 2020, i.e., old motorcycles/scooters must be registered in Taoyuan City before December 31, 2019, and applicants must register their households in Taoyuan City for one year. In addition, each person can only apply for the replacement or purchase of one electric scooter only (i.e., those who have applied for the EPA or TYCG subsidization will be rejected). Citizens are encouraged to check their eligibility and quota in order not to miss the chance.

To create a living environment with better air quality, the TYDEP will continue to act and do more for air quality control and promote various controls in coordination with the EPA to improve the air quality and the environment of Taoyuan City. By balancing economic development and environmental protection, we can always keep economic and environmental sustainability up with the times to create a livable Taoyuan like paradise.
