Taoyuan’s “Logistics National Team” Demonstrates the Dynamic Vitality of the City

The Taoyuan City Government held the "Taoyuan Logistics National Team Industry Forum" on March 23, 2021 at Hall 2 of Taipei Nangang Exhibition Center, inviting leading logistics companies from all over Taiwan to discuss the deployment and development of the cold chain logistics industry in Taiwan. Through active dialogues among representatives of the Taoyuan City Government and six leading logistics industries, including HCT Logistics, Kerry Pharma Logistics, Zuellig Pharma, Chuan Lian Enterprise (PX Mart), Giant Wing Electric Machinery and Farglory Group, Taoyuan’s "urban competitiveness" in the post-pandemic era is fully demonstrated.

Regarding Taoyuan's urban positioning and the development of the logistics industry in the city, Taoyuan Mayor Cheng Wen-tsan noted "There are about 1,800 logistics operators in Taoyuan City. Together with the geographical advantage of being the international gateway of the country, Taoyuan has been empowered to consolidate the global cargo systems in one key location.” In light of this, the Taoyuan City Government signed a contract with ICLEI – Local Governments for Sustainability in 2019, becoming the world's first chair city for the international EcoLogistics community. Ecologistics aims to promote clean, sustainable, efficient and safe urban logistics by integrating the resources of various stakeholders, technology, land resources, etc., to create a comprehensive cargo transportation system and at the same time encourage local governments to promote continued transformations for sustainable logistics ecosystems.

Jiunn-Ming Chiou, Deputy Secretary-General of the Taoyuan City Government, and who also serves as the Chief Executive Officer of the EcoLogistics Community Chair Office, said that Ecologistics has eight key principles, including: providing more sustainable transportation options, using safer transportation equipment, supporting distribution strategies of urban freight, promoting a multi-stakeholder decision-making structure, optimizing the efficiency of transportation operations, integrating urban planning to promote the development of urban freight transport, increasing public awareness and creating a framework that is conducive to the development of eco-friendly business models. With the continued global spread of the COVID-19 pandemic, international pharmaceutical companies have gradually introduced vaccines and distributed them all over the world. During the delivery of vaccines, any contamination or improper storage will reduce the effectiveness of the vaccines and even harm human health. Therefore, in order to ensure that vaccines can be safely and smoothly delivered to all corners of the world, highly specialized logistics cold chain, storage and distribution technologies are required. Taiwan's logistics industry is by no means absent from this logistics chain and even plays a pivotal role.

Lu Li-Teh, Director General of the Environmental Protection Bureau of the Taoyuan City Government said that compared to ambient temperature logistics, cold chain logistics is a supply chain system that integrates technology, cross-enterprise solutions and temperature control equipment. Because of the high technical requirements, cold chain logistics is an energy-intensive industry. At a time when extreme climate change has resulted in serious global impact, energy conservation and carbon reduction has never been of greater concern. For this reason, the Taoyuan City Government hopes to engage in dialogue with key logistics players, thereby deepening collaboration between the public and private sectors and encouraging the establishment of cold chain logistics networks as well as the gradual transformation of freight transportation systems into a green logistics industry.

As the key international gateway of the country, Taoyuan City shoulders the heavy responsibility of safeguarding the health and safety of the citizens of Taiwan. In a time of challenging headwinds under the COVID-19 pandemic, the Government hopes to partner with the logistics industry to demonstrate the spirit of “Taoyuan Can Help.” The same time, the city will not falter in its advance towards sustainable transformation and continue its goal of becoming a “Friendly and Sharing, Sustainable and LOHAS city."
